बिहार में जातीय गणना पर पटना हाईकोर्ट में बहस पूरी हो गई है। हाईकोर्ट इस पर कल अपना फैसला सुनाएगा। चीफ जस्टिस कृष्णन विनोद चंद्रन की बेंच ने दोनों पक्षों की दलील सुनने के बाद फैसला सुरक्षित रख लिया है।हाईकोर्ट ने सरकार से पूछा कि इस गणना का उद्देश्य क्या है? क्या इसे लेकर कोई कानून भी बनाया गया है? ये गणना राज्य सरकार के अधिकार क्षेत्र में आती है या नहीं। इस पर महाधिवक्ता पीके शाही ने अपना जवाब दिया। सरकार सभी बातों का ध्यान रखकर इसे करवा रही है। इस गणना से सरकार को गरीबों के लिए नीतियां बनाने में आसानी होगी। यह मामला 1 मई को पटना हाईकोर्ट पहुंचा था। दो दिन लगातार सुनवाई हुई है।जातीय आधारित गणना पर रोक लगाने की मांग को लेकर 21 अप्रैल को सुप्रीम कोर्ट में याचिका दायर की गई थी। याचिका में कहा गया था कि जनगणना केंद्र सरकार का अधिकार क्षेत्र है। बिहार सरकार की ओर से गणना असंवैधानिक है। वहीं, शीर्ष अदालत ने मामला बिहार से जुड़ा होने के कारण पटना हाईकोर्ट में सुनवाई करने का आदेश दिया था।राज्य सरकार का कहना है कि जातीय गणना एक ऐसा सर्वे है, जिसके जरिए सरकार लाभार्थियों की सही संख्या निकालते हुए उस हिसाब से नीतिगत फैसले ले सकेगी। इस सर्वे के जरिए तैयार रिकॉर्ड के आधार पर योजनाओं और सुविधाओं को राज्य के हर आदमी तक पहुंचाने की योजना है।जाति आधारित गणना मामले में सुप्रीम कोर्ट में बिहार सरकार ने कहा है कि वो किसी को जवाब देने के लिए फोर्स नहीं कर रहे हैं। इस पर पिटीशनर के वकील दीनू कुमार ने कहा है कि जब किसी पर दबाव नहीं डाला जा सकता है और उन्हें जवाब के लिए बाध्य नहीं किया जा सकता है, तो ऐसे में बिहार सरकार क्या जनता के पैसों का दुरुपयोग नहीं कर रही है। सरकारी अधिकारियों को फालतू के कामों में उलझा कर उनका वक्त क्यों बर्बाद किया जा रहा है।
