दिल्ली में मेयर और डिप्टी मेयर का चुनाव शांति से हो गया, लेकिन स्टैंडिंग कमेटी सदस्यों के चुनाव पर जमकर बवाल हो रहा है. दरअसल स्टैंडिंग कमेटी दिल्ली नगर निगम की सबसे ताकतवर कमेटी है. दिल्ली नगर निगम में मेयर और डिप्टी मेयर के पास फैसले लेने की शक्तियां काफी कम हैं. उसकी एक बड़ी वजह यह है कि लगभग सभी किस्म के आर्थिक और प्रशासनिक फैसले 18 सदस्यों वाली स्टैंडिंग कमेटी ही लेती है और उसके बाद ही उन्हें सदन में पास करवाने के लिए भेजा जाता है. ऐसे में स्टैंडिंग कमेटी काफी पॉवरफुल होती है और इसका चेयरमैन एक किस्म से एमसीडी का असली राजनीतिक हेड होता है. दिल्ली नगर निगम की इस स्टैंडिंग कमेटी के 18 सदस्यों का चुनाव दो तरीके से होता है. छह सदस्यों का चुनाव सबसे पहले सदन की बैठक में किया जाता है. यह वोटिंग सीक्रेट वोटिंग तो होती है, लेकिन आम वोटिंग की तरह नहीं. इन सदस्यों का चुनाव राज्यसभा सदस्यों की तरह प्रेफरेंशियल वोटिंग के आधार पर किया जाता है. यानी सभी पार्षदों को अपने उम्मीदवार को पसंदीदा क्रम में प्रेफरेंस के तौर पर नंबर देने होते हैं. अगर पहले प्रेफरेंस के आधार पर चुनाव नहीं हो पाता है तो फिर दूसरे और तीसरे प्रेफरेंस की काउंटिंग आनुपातिक प्रतिनिधित्व प्रणाली के आधार पर की जाती है. यानी यहां पर गणित अच्छा खासा पेचीदा हो जाता है. आम आदमी पार्टी ने मेयर और डिप्टी मेयर का चुनाव तो आसानी से जीत लिया, लेकिन 6 सदस्यों में से अपने 4 उम्मीदवार को जिताने में उसे खासी मुश्किल पेश आने वाली है. एक तो उनके पास इन चार उम्मीदवारों को जिताने के लिए पहले प्रिंस के वोट जरूरत से काफी कम है. दूसरी दिक्कत यह आ रही है कि डिप्टी मेयर के के चुनाव में आम आदमी पार्टी के पार्षदों ने बीजेपी के पक्ष में क्रॉस वोटिंग कर दी है जिससे गणित और मुश्किल हो गया है.
